To sponsor your parents or grandparents you must be at least:

They can live, work, or study anywhere in Canada, and they receive most social benefits that Canadian citizens receive, including health care coverage. They are also protected under Canadian law and the Canadian Charter of Rights and Freedoms.
By utilizing the Parents and Grandparents program, your parents or grandparents have the opportunity to pursue Canadian citizenship. This is contingent upon the successful approval of the sponsorship application and the fulfillment of eligibility requirements as outlined by Immigration, Refugees, and Citizenship Canada (IRCC).

Sponsoring your Parents or Grandparents in Quebec
In order to sponsor your parents and grandparents in Quebec, you must be:

Have enough income to support them financially.

Prove that you can provide for their basic needs, such as food, shelter, and clothing.
Thus, you cannot sponsor anyone if you are currently receiving social assistance from the government of Quebec.
